Strengthening CCWB and DCWBs

Considering CCWB and DCWB as a fairly new office, this programme is focusing on building capacity of DCWB and CCWB on child rights, protection and child rights programming. This also includes many internal workshops within CCWB and between DCWBs to have clear understanding of the contemporary child related issues.

From year 2006 in support of Plan Nepal, CCWB is implementing a concept of child friendly VDCs in 8 districts. The aim of the programme is to create at least 7 VDCs and 1 ward of municipality a model constituency where rights of all children are realized. The project will be implemented by CCWB, DCWBs, District Development Committees and other stakeholders jointly.

Under this program, 6 program officers will be hired in the eight districts- Ilam, Sunsari, Morang, Bara, Rautahat, Makwanpur, Banke and Kanchanpur. In Kathmandu also one program officer will be hired. The total budget of this project is NRS 1,03,22,386 for three years. The program is yet to be renewed and so expected by March, 2008.

Child Protection and Development Program

This program is being implemented in 25 districts districts. Initially the program had mainly focused the conflict affected children during the one decade insurgency in Nepal . After the post conflict situation, due to the change of context in Nepal , the name has been modified into Child Protection and Development Program. The duration of the program is till Dec 31 st , 2009 which is supported by Save the Children Norway with the Budget NRs. 21,000,000.00 as a total. Under this program, Child Protection Officers (CPOs) have been appointed in the twenty-five districts where the program is being implemented. The 25 districts are – Sunsari, Udaypur, Kavre, Sindhupalchowk, Mayagdi, Baglung, Parbat, Syangja, Palpa, Tanahun, Lamjung, Nawalparasi, Banke, Bardiya, Dang, Salyan, Rukum, Rolpa, Surkhet, Kalikot, Mugu, Jumla, Achham, Doti, Bajura.

National Information and Documentation Center

CCWB has initiated an establishment of an information and Documentation Desk in the CCWB's secretariat to initiate preliminary work for collecting and compiling all short of relevant information and statistics related to children's rights in the country. CCWB has an ambition to develop this desk as a national information and resource center where all sorts of data are available for child research and study.

Now, Save the Children Norway has supported the establishment of the Desk with two human resources.

Strengthening Juvenile Justice System

Strengthening Juvenile System is to facilitate formulation of national policy as well as building capacity of various stakeholders of Juvenile Justice Sector. It also includes promotion of community-based organizations to institutionalizing services to children in need of protection.

To run juvenile benches effectively the juvenile justice (operational) procedure is in the final stage of approval.

The programme is implemented in 12 districts of Nepal . They are Ilam, Morang, Saptari, Makawanpur, Kathmandu , Bhaktapur, Lalitpur, Kaski, Rupandehi, Banke, Surkhet and Kanchanpur. The program is designed for two years supported with Plan Nepal with NRS 2,29,38,467. The program is yet to be renewed and so expected by March, 2008.

Ensuring Implementation of National Plan of Action

CCWB has formed 11 members committee under the chairpersonship of Mr. Govinda Adhikari to ensure that 10 year National Plan of Action has been taken into consideration and implemented by concerned stakeholders.

The committee members are lobbying with various ministries to make sure that sufficient resources have been allocated in the children's sectors. Likewise it has also started a dialogue with development partners to influence them to earmark resources on prioritized area.

Mapping and Profiling of Street Children at Kathmandu

CCWB in collaboration with organization working with and for street children have started developing profile of street children at Kathmandu Valley . CCWB keeps an aim to electronically document the profile of the children and start a child development and reintegration programme in support of interested agencies. CCWB also planning to provide these children appropriate identification documents to these children, which will protect a child's right to identity.

Periodic Reporting of CRC

CCWB take lead role in preparation and make sure for timely submission of the periodic report of CRC to UNCRC committee in close collaboration with Ministry of Women, Children and Social Welfare.

On the top of above mentioned activities CCWB is also engaged in various other activities which includes:

• Coordinating between various organizations,
• Policy influence and advocacy to government and other children related organizations,
• Provide direct support to children in special need,
• Organizing national and international meeting to share learning and develop capacity and publishing promotion materials for children rights .

Developing National Child Protection Policy and Framework

CCWB in collaboration with Governmental and Non-Governmental agencies is working to develop a National Child Protection Policy. It has formed eleven Member of committee which consists of representative from Ministry of Women, Children and Social Welfare, Ministry of Local Development, Ministry of Education and Sports, Ministry of Health and Population, UNICEF, Save the Children Norway/US, Plan Nepal , World Vision International and Care Nepal . The objectives of the programme are followings.

•  To develop common understanding on "National Child Protection Framework".

•  To develop common understanding on grass-root level structures.

•  To establish better coordination between and among organizations.

More specifically, Child Protection Policy will develop on the followings areas.

•  Violence against children: Abuse, Neglect, Discrimination, Child Marriage,

•  Child labor, sexual exploitation & abuse of children and trafficking,

•  Children affected by HIV/AIDS,

•  Children without parental care/ institutional care,

•  Psychosocial distress,

•  Emergency services.

Child Care Home Survey Programme

Central Child Welfare Board (CCWB) has initiated the survey of Child Care Home Programme for the updated mapping of Child Care Homes(CCH) in Nepal and Children protected therein. For this programme, four teams, each consisting two researchers, has been mobilized for survey of CCH in Kathmandu Valley ( Kathmandu , Lalitpur & Bhaktapur districts) and other teams for CCH out of valley. This programme will provide an authentic data and the clear picture of CCH for the future planning.

What Are Our Plans?

1. Children's Act amendment.
2. Developing National Child Protection Policy and Framework.
3. Construction of a building for National Resource Center / CCWB's secretariat.
4. Expansion of Juvenile Justice Programme in more districts, more specifically, infrastructure development for juvenile courts, establishing child reform facilities, capacity building programme for judicial officers, social workers, psychologists and local NGOs.
5. Expansion of strengthening CCWB/DCWBs programme by appointing more officers at districts and making more resources available for children.
